K. Scott Hubli currently serves as the director of governance programs at the National Democratic Institute (NDI), where he provides senior leadership for the Institute’s civic technology and democratic governance programs worldwide. Mr. Hubli has over 20 years of experience in supporting democratic innovation and reform and has led or participated in international delegations and conferences in over 75 countries. He currently serves as co-chair of the Legislative Openness Working Group of the Open Government Partnership. From 2006 to 2007, he left NDI to serve as the lead parliamentary development advisor at the United Nations Development Programme. In this capacity, he provided policy and technical support to UNDP’s parliamentary development programs worldwide and directly managed a multi-million dollar global program for parliamentary strengthening. 

Before joining NDI in 2000, Mr. Hubli served as senior technical advisor to the Palestinian Legislative Council (PLC) under a USAID-funded contract, having previously provided short-term technical assistance to the PLC and the Palestinian Ministry of Justice. Earlier in his career, Mr. Hubli served as legislative counsel and an administrator with the State of Wisconsin Legislature and as an associate with the New York law firm of Debevoise and Plimpton. He has consulted for The Asia Foundation, the National Conference of State Legislatures, the American Bar Association and a number of development contractors.

He earned his juris doctor degree with honors from the University of Wisconsin Law School and holds a master's of public policy and administration from the Robert M. La Follette Institute of Public Affairs.
