I manage a small team producing the Eldis website [www.eldis.org] which provides free access to international development research primarily from, and for, developing country practitioners, decision makers and researchers. Eldis content is also available for others to re-use via an Open API [api.ids.ac.uk]. We're also working with a number of developing country-based partners to come up with a shared approach to opening up our content using open technologies. Our sense it that smaller, particularly developing country-based organisations are often excluded from participating in "Open Knowledge" agendas for various reasons linked to lack of resources/capacity and incentives and am interested in how this might be addressed.
